Safe Prisons/PREA Management Office

The primary focus of the Safe Prisons/Prison Rape Elimination Act (PREA) Program is to provide administrative oversight for the Safe Prisons/PREA Program. The agency has a zero tolerance policy toward all forms of sexual abuse and sexual harassment. The Safe Prisons/PREA Management Office (SPPMO) provides technical support regarding in-prison sexual abuse policy to unit and regional Safe Prisons/PREA managers and executive administrative staff. Operationally, the SPPMO maintains a database of reported allegations of offender-on-offender and staff-on-offender sexual abuse to analyze and evaluate trends in time, locations and patterns.

The SPPMO has developed various strategies to educate offenders and correctional staff concerning the importance of preventing, detecting, and reporting sexual abuse, sexual harassment, extortion, and offender physical abuse. One particular strategy is the process of educating offenders, through the TDCJ Peer Education Program regarding sexual abuse awareness. The SPPMO provides training, technical assistance, and support to regional and unit level Safe Prisons/PREA Managers, as well as unit and departmental staff who process information regarding offender victims and predators. Additionally, the SPPMO networks with community organizations in order to provide offender victims of sexual abuse with emotional support services.
